Implement permission-driven cards on settings page for store users

What is the motivation for adding/enhancing this feature?

We need to enhance the settings page by making the cards permission-driven for store users. Specifically, store users should only have the ability to perform actions on the following cards:

1. Timezone
2. Language
3. Notification Preference

All other cards should be disabled for store users to ensure proper access control. Ensure the changes are implemented for the ADOC environment.
