Add GraphlintConfig configuration class

It would be nice to refactor the configuration to use a new GraphLintConfig class instead of relying on a callback with ContainerConfigurator.

The container configurator would still be used behind the scenes, but this would allow for an easier configuration file format.

This could allow configs such as:

return GraphLintConfig::configure()
    ->withPreparedSets(standard: true)
    ->ignoring(
        'OrderByClause',
    );
