Padding Available Range

I am applying different padding values to compute the offsets for different polygons. I felt confused about the available range(max negative value) I can select for paddings. The maximum is various depending on the polygons. I used to think it was a percentage-based value, however, it doesn't seem right.

How to find the max padding value for a given polygon?
