Improvement

Right now hrefs in STAC links are only strings, but I think they should actually be http4s Uri - this would make it easier to do transformations and is more strict.

Notes + Context

Thought of this when I was working on azavea/franklin#278 because it would have been better to match links that need to be transformed by checking for links that have empty hosts.
