PS-DB: Add missing startupProbe paragraph on chart

Hello there,
I saw that the ps-operator is capable to modify the stratupProbe on mysql container but the relative ps-db chart is missing completely that paragraph. And in my cluster the startup time is not quick, so it falls back in a restart loop.

I can provide the code change myself with a Pull Request
