Set up a docker registry

We should set up a permanent docker registry that will contain the produced images.

I guess that can be deployed on the same aws box than the tc-builder script

@tarekziade seems like this may still be relevant but link is dead. is there a reason why we'd do this over maintaining images in dockerhub?

would probably make things faster, we could also have a private repo (if security had something secure)
