There is a bug in the shim for getting timezone offset.
I created a pull request to fix it:
#33

but the build is failing with some kind of timeout on a job, can I help this in any way?

I don't think it's caused by your patch, but if you want to fix the travis ci then you're more than welcome to do so (it's probably best to make the travis config for the ghcjs repo work first). It's a bit fiddly though, and the time limits and variation in test machine performance have always made the reliability less than perfect.
