Sample data should be in root folder, not in plugin #482

We've taken the strategy of storing the sample data in a dedicated plugin.

But, this means the data is hidden in the plugins folder of the installation.

I think things work better with the Debrief style way of putting the sample data in the root of the installation.

Note: we may have to lose the sample data plugin.
