What problem does the new feature solve?

lack of control panels of cluster

What does the feature do?

create a cluster management interface in Metasrv, to let users control their cluster in Dashboard

PS: cluster status feature is tracked in issue #1131

Implementation challenges

How Dashboard interacts with cluster? Sending http requests to Frontend or Metasrv?
