Need to centralize FieldAllocation in MAPL3

I nominally thought this was done with FieldAllocation done inside of FieldSpec during analysis of connections.

Unfortunately, support for time-varying use cases will require allocation of Fields (inside bundles) from other points in the code. I think the right answer is to relocate logic from FieldSpec (and elsewhere) into the ./field_utils
